2.0 Why can't the user enable/disable the operator?

The operator can be enabled/disabled by users with the required access rights. To enable/disable an operator, go to the Monitoring Panel → Cities, and click on the link in the field with the required operator to make changes. In the window that opens, select the desired status from the drop-down list.
